Date & Venue: 16 May 2025, Tirana, Albania

Theme:“New Europe in a new world: unity – cooperation – joint action”

Participants:

• EU: António Costa (European Council President), Ursula von der Leyen (EC President), Roberta Metsola (EP President), co-chaired with Albanian PM Edi Rama.
• 45 heads of state and government → 25 EU members + non-EU countries (UK, Türkiye, Ukraine, Western Balkans, Caucasus, Switzerland, Norway, etc.).

1. Security & Democratic Resilience
   • Russia’s war of aggression against Ukraine.
   • Strengthening Europe’s defence capabilities.
2. Competitiveness & Economic Security
   • Focus on connectivity, innovation, reducing strategic dependencies.
3. Mobility Challenges
   • Migration issues and youth empowerment.

• Armenia–Azerbaijan:
  • EU leaders congratulated both sides on finalisation of peace treaty.
  • EU pledged support for regional connectivity & stability.
• Ukraine:
  • Meeting with President Volodymyr Zelenskyy.
  • EU reiterated unwavering support for Ukraine.
  • Stressed on comprehensive, unconditional ceasefire & lasting peace.
• Moldova:
  • Joint statement by France, Italy, UK, Costa, von der Leyen.
  • Backed Moldova’s European future & democratic reforms.
  • Reaffirmed support for stability & prosperity in Moldova.

• Launched: 2022 (Prague) → political platform, not an EU institution.
• Aim:
  • Foster political dialogue & cooperation.
  • Strengthen security, stability, prosperity of Europe.
• Nature: Not a substitute for existing orgs (EU, NATO, OSCE).
