Saudi Arabia Ratifies Kigali Amendment to Montreal Protocol

- On 10 September 2025, Saudi Arabia ratified the Kigali Amendment to the Montreal Protocol.
- The Amendment will enter into force in Saudi Arabia on 9 December 2025.
- With this ratification, Saudi Arabia becomes the 166th country to join the Amendment.
- Obligations under the Kigali Amendment:
- As part of Group 2 of Article 5, Saudi Arabia must freeze HFC production starting in 2028.
- Reduce HFC consumption by 85% by 2047, compared to its average HFC consumption from 2024–2026.
- Reduce HCFC consumption by 65% compared to its baseline average in 2009–2010.
