Chhattisgarh Achieves 100% Electrification Target for PVTGs Under PM-JANMAN
Introduction
Chhattisgarh has become the first state in India to achieve:
100 per cent electrification of Particularly Vulnerable Tribal Group (PVTG) households
under the:
Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN).
The achievement marks a major milestone in:
- tribal welfare,
- inclusive infrastructure development,
- and last-mile governance delivery.
The initiative has enabled some of the country’s most remote and vulnerable tribal communities to gain access to the electricity grid for the first time.
Electrification Drive Under PM-JANMAN
The electrification programme was implemented by the:
Chhattisgarh State Power Distribution Company Limited (CSPDCL)
under the PM-JANMAN mission launched by the:
- Ministry of Tribal Affairs.
Following a detailed survey, the State identified:
- 7,160 households
belonging to PVTG communities that had remained without electricity access for decades.
These households have now been connected to:
- the main electricity grid.
Tribal Communities Covered
The initiative focused on seven Particularly Vulnerable Tribal Groups in Chhattisgarh:
- Abujhmariya,
- Baiga,
- Bharia,
- Pahari Korva,
- Kamar,
- Agariya,
- and Birhor.
These communities are among the most socio-economically vulnerable tribal groups and are often located in:
- remote forest regions,
- hilly terrain,
- and difficult-to-access habitations.
Infrastructure Development and Challenges
The electrification work required development of extensive infrastructure including:
- towers,
- feeders,
- transformers,
- and transmission lines.
Total Cost
Officials noted that implementation was particularly challenging because of:
- dense forests,
- rugged terrain,
- remoteness,
- and limited transport accessibility.
Despite these logistical constraints, the State completed the project successfully.
Governance and Inclusion Perspective
Chief Minister:
described the initiative as an example of:
“Antyodaya”
which refers to:
- serving the last person in the line.
The electrification drive was presented not merely as an infrastructure project but as a measure promoting:
- dignity,
- inclusion,
- and social justice.
The initiative reflects how infrastructure access can contribute to:
- educational improvement,
- healthcare access,
- digital connectivity,
- livelihood opportunities,
- and overall human development.
National Recognition
For its implementation performance, Chhattisgarh was recognised as:
“Best Performing State”
at the national level under PM-JANMAN.The recognition highlights:
- efficient execution,
- targeted tribal outreach,
- and successful convergence of welfare and infrastructure development.
Expansion Under DAJGUA
Following the success under PM-JANMAN, the State has initiated a larger electrification programme under:
Dharti Aba Janjati Gram Utkarsh Abhiyan (DAJGUA)
Target
- Electrification of:
- 65,711 houses
across: - 6,863 villages
- in 28 districts.
The initiative seeks to further bridge developmental gaps in tribal and remote regions.
Broader Significance
The programme demonstrates the importance of:
- infrastructure-led tribal development,
- targeted welfare delivery,
- and convergence-based governance.
Electricity access is especially significant because it can transform:
- education outcomes,
- healthcare delivery,
- digital access,
- rural entrepreneurship,
- and quality of life in remote tribal regions.
The achievement also aligns with the larger national vision of:
- inclusive growth,
- social justice,
- and Viksit Bharat.
