The Bihar Government has significantly expanded the Mukhyamantri Mahila Rojgar Yojana (Chief Minister Women Employment Scheme) by increasing financial assistance for eligible women entrepreneurs from an initial ₹10,000 grant to up to ₹2 lakh, subject to performance assessment. The decision was approved by the Bihar Cabinet as part of its broader strategy to strengthen women's economic empowerment, entrepreneurship, livelihood generation, and employment creation within the State.
The Mukhyamantri Mahila Rojgar Yojana represents Bihar's attempt to move beyond welfare-oriented assistance towards entrepreneurship-led women's empowerment. The scheme seeks to ensure that at least one woman from every family is provided financial support to establish an income-generating enterprise, thereby improving household income while promoting local employment.The scheme was initially approved by the Bihar Cabinet in August 2025, under which eligible women received an initial grant of ₹10,000 through the Direct Benefit Transfer (DBT) mechanism for starting small businesses of their choice. Unlike loans, this amount is provided as a grant, and beneficiaries are not required to repay it.The latest Cabinet decision substantially strengthens the scheme by introducing performance-linked financial assistance of up to ₹2 lakh. After six months of commencing self-employment activities, the government will evaluate the beneficiary's enterprise. Based on the assessment of proper utilization of the earlier assistance, sustainability of the enterprise, and employment outcomes, additional financial assistance will be released in two instalments. In exceptional cases where the enterprise demonstrates satisfactory performance, the government may also consider providing the amount in a lump sum.The initiative reflects a shift from one-time financial assistance towards graduated enterprise development, wherein the government first supports business initiation and subsequently rewards successful entrepreneurs with higher capital support for expansion.A notable feature of the scheme is that the government has also focused on the market linkage component, which is often missing in self-employment programmes. Departments have been directed to facilitate marketing opportunities by connecting beneficiaries with government-supported initiatives such as garment manufacturing units, Sudha sales centres, Didi Ki Rasoi, and other state-supported commercial platforms. Development of haat bazaars in rural and urban areas has also been proposed to improve product marketing.The scheme is expected to strengthen women-led micro-enterprises, enhance financial inclusion, increase female labour force participation, and reduce distress migration by generating local employment opportunities. It also complements Bihar's long-standing policy initiatives on women's empowerment, including 50% reservation in Panchayati Raj Institutions and Urban Local Bodies, educational incentives for girls, and women-centric welfare programmes.The expansion of financial assistance demonstrates Bihar's effort to transform women from beneficiaries of government welfare into entrepreneurs and employment generators, thereby contributing to inclusive economic growth.
