Bihar is among India's most disaster-prone states due to its recurring floods, lightning incidents, river erosion, droughts, heatwaves and earthquakes. Building modern response infrastructure is therefore critical for reducing disaster risks and ensuring timely rescue and relief operations.The State Disaster Response Force (SDRF) was constituted under the provisions of the Disaster Management Act, 2005 (operationalised in Bihar in 2006 for disaster response). Initially, the force functioned from temporary cabins constructed in 2013 on a 25-acre campus near Bihta. With increasing manpower and ageing infrastructure, operational efficiency and accommodation had become major challenges. Recognising these constraints, the Disaster Management Department (DMD) approved a project worth ₹267.24 crore for constructing a permanent, state-of-the-art headquarters. It consists of a four-storey administrative building, a training building, a Quartermaster Store, a Quick Response Team (QRT) building, three residential barracks for SDRF personnel, a 132-unit residential complex for constables and head constables, and an Officers' Mess equipped with guest rooms, a meeting hall and dining facilities. Separate residential buildings have also been constructed for senior officers including the Commandant, Deputy Commandant, Inspector, Sub-Inspector and Medical Officer. Such integrated infrastructure is expected to improve operational readiness, personnel welfare and administrative coordination during emergencies.
