Bikram Solar Energy Project

Introduction

On the eve of World Environment Day (5 June), the Chief Minister of Bihar, Nitish Kumar, inaugurated the Bikram Lock Canal Bank Solar Energy Project in Patna district. The project is part of the 10th component of the Bihar Government's Jal–Jeevan–Hariyali Abhiyan and aims to promote clean, affordable and uninterrupted electricity while utilizing unused land along canal banks. It also reflects Bihar's efforts to expand renewable energy generation, reduce dependence on conventional energy sources and support sustainable development.

Canal-Based Solar Energy: An Innovative Land Use Model

The Bikram project represents an innovative approach to renewable energy generation by installing solar photovoltaic (PV) panels on land available along canal banks. Such projects optimize the use of government-owned land without competing with agricultural activities, making them suitable for densely populated states with limited land availability. The model also demonstrates the integration of water infrastructure and renewable energy infrastructure, thereby improving resource efficiency.

Key Features of the Project

The project involves the installation of a 2 MW solar power plant on land belonging to the Water Resources Department near the Bikram Lock along the main canal in Patna district. Electricity generated from the plant will be supplied under a 25-year agreement at a tariff of ₹3.10 per unit, ensuring long-term availability of affordable clean energy. The initiative is expected to benefit residents of Bikram and adjoining areas by providing reliable and environmentally friendly electricity.

Renewable Energy under Jal–Jeevan–Hariyali Abhiyan

The project forms part of the 10th component of the Jal–Jeevan–Hariyali Abhiyan, under which the Bihar Government is promoting the installation of solar energy plants across the state. The programme seeks to encourage green energy, reduce carbon emissions and improve environmental sustainability through the adoption of renewable energy technologies.

Expansion of Solar Infrastructure in Bihar

According to the State Government, surveys are being undertaken to identify vacant land along canals, dams, rivers and embankments for establishing additional large-scale solar power plants. This indicates a shift towards utilizing existing public infrastructure corridors for renewable energy development, thereby minimizing land acquisition challenges and supporting decentralized energy generation.

Environmental and Economic Significance

The project is expected to contribute to pollution-free energy production, reduce dependence on conventional fossil fuel-based electricity and lower carbon emissions. Besides environmental benefits, the project is likely to generate local employment opportunities, stimulate economic activity and strengthen Bihar's energy security through increased renewable energy capacity.

Challenges

Although canal-based solar projects offer multiple advantages, they require efficient operation and maintenance, proper integration with the electricity grid, long-term financial sustainability and effective coordination between the Energy Department and the Water Resources Department. Continuous maintenance of solar panels and transmission infrastructure will also be essential for ensuring uninterrupted power supply.

Way Forward

Scaling up similar projects across canal networks, reservoirs and other public lands can significantly enhance Bihar's renewable energy capacity. Integrating such initiatives with national renewable energy targets, improving grid infrastructure and encouraging public-private partnerships can further strengthen clean energy adoption while promoting sustainable economic development.
