IN NEWS: Madhya Pradesh approves ‘Rahveer Yojana’ to promote road safety and timely accident assistance

Introduction

The Madhya Pradesh Government, led by Mohan Yadav, has approved the Rahveer Yojana, aimed at promoting road safety and immediate medical assistance to accident victims. The scheme aligns with the Central Government’s initiative and follows the appeal made by Narendra Modi during Mann Ki Baat to encourage citizens to help accident victims promptly.

ANALYSIS

The approval of the Rahveer Yojana reflects a policy shift towards strengthening Good Samaritan behaviour and addressing the critical issue of road accident fatalities. The scheme provides a financial incentive of ₹25,000 to any individual who takes an accident victim to a primary health centre, thereby encouraging timely intervention during the “golden hour”, which is crucial for saving lives.

The rationale behind the scheme is rooted in the alarming data on road accidents in Madhya Pradesh. As per the input, the State is among the top five in India in terms of road accidents, with 58,580 deaths recorded between 2018 and 2022. This highlights a major public safety challenge and underscores the need for institutional as well as community-level responses.

The scheme also addresses a long-standing social issue—hesitation among bystanders to assist accident victims due to fear of legal complications or police procedures. By offering recognition and financial reward, the government aims to foster a humanitarian approach and build public confidence in assisting victims without fear.

From a governance perspective, the initiative is aligned with broader national efforts toward road safety, emergency response systems, and citizen participation in public welfare. It also complements existing frameworks that promote Good Samaritan protections, though the scheme specifically emphasises incentivisation at the state level.

Another important dimension is behavioural change. The scheme attempts to transform passive bystanders into active first responders, which can significantly reduce pre-hospital mortality rates. In developing regions where emergency medical infrastructure may face delays, such community-driven interventions become critical.

However, the effectiveness of the scheme will depend on:

  • Awareness among citizens about the incentive and legal protection
  • Efficient and transparent disbursement of rewards
  • Coordination between hospitals, police and administration
  • Avoidance of misuse or false claims

Overall, the Rahveer Yojana represents a preventive and responsive approach to road safety, combining policy intervention with behavioural incentives.
