IN NEWS: Madhya Pradesh leads NITI Aayog’s Sampurnata Abhiyan; multiple districts achieve full saturation and win gold awards

Introduction

Madhya Pradesh emerged as a leading performer in the Sampurnata Abhiyan, a national initiative by NITI Aayog aimed at achieving 100% saturation of key development indicators. At a state-level ceremony in Bhopal, Chief Minister Mohan Yadav honoured district collectors from top-performing districts with gold medals for excellence in governance outcomes.

ANALYSIS

Objective and Framework of Sampurnata Abhiyan

The campaign (July–September 2024) focused on time-bound saturation of six critical indicators across 112 Aspirational Districts and 500 Aspirational Blocks. It represents a shift towards:

  • Outcome-based governance
  • Targeted service delivery in backward regions
  • Real-time monitoring and data-driven administration

Six Key Development Indicators Driving Performance

The evaluation framework covered essential human development areas:

  • Registration of pregnant women for antenatal care
  • Full immunisation of children (9–11 months)
  • Supplementary nutrition under ICDS
  • Soil Health Card distribution
  • Electricity access in secondary schools
  • Timely textbook availability

These indicators collectively address health, education, agriculture, and social welfare convergence.

Performance of Madhya Pradesh: Governance Excellence

Districts such as Barwani, Damoh, Dhar, Khandwa, Tikamgarh, Niwari, and Vidisha achieved high or complete saturation, indicating:

  • Strong administrative coordination at district level
  • Effective utilisation of existing central and state schemes
  • Focus on last-mile delivery in tribal and rural areas

Blocks like Pati (Barwani) achieved 100% performance across all six indicators, highlighting model governance units.

Role of District Collectors and Administrative Leadership

The recognition of collectors demonstrates:

  • Importance of district-level leadership in policy implementation
  • Role of bureaucratic innovation and accountability
  • Encouragement of competitive federalism within states

The award system incentivises replicable best practices across districts.

Data Integrity and Governance Ethics

Chief Secretary Anurag Jain emphasised:

  • Need for accurate grassroots data
  • Risks of data manipulation affecting policy decisions

This highlights a critical dimension of governance:

  • Evidence-based policymaking depends on data credibility

Tribal Exposure Policy for IAS Officers

The initiative to post new IAS officers in tribal blocks signifies:

  • Focus on grassroots administrative experience
  • Better understanding of local socio-economic challenges
  • Long-term improvement in policy design and inclusivity

Implications for Governance and Development

1. Strengthening Aspirational Districts Programme

  • Accelerates regional equity and balanced development

2. Convergence of Schemes
