IN NEWS: Madhya Pradesh’s ‘Cyber Tehsil’ initiative wins Prime Minister’s Award for Excellence in Public Administration

Introduction

Madhya Pradesh’s Revenue Department has been conferred the Prime Minister’s Award for Excellence in Public Administration (2023) for its innovative Cyber Tehsil Initiative. The award was presented by Narendra Modi at the Civil Services Day समारोह in New Delhi, and received by Vivek Porwal.

ANALYSIS

Transformation of Land Governance through Digitisation

The Cyber Tehsil initiative represents a major shift in land administration reforms, especially in the process of mutation (नामांतरण). Traditionally time-consuming and paper-based, the system has now become:

  • Fully digital and automated
  • Integrated with property registration processes
  • Free from the need for separate applications by citizens

This marks a move towards seamless governance and process re-engineering.

Efficiency Gains and Service Delivery Improvements

The initiative has significantly improved administrative efficiency:

  • Time reduction: Mutation resolution reduced from ~70 days to ~20 days
  • Scale: Over 1.5 lakh cases resolved
  • Reduced physical visits: Services delivered via SMS, email, WhatsApp

This demonstrates how technology can enhance citizen-centric governance by reducing time, cost, and bureaucratic hurdles.

Integration of Digital Platforms

Cyber Tehsil integrates multiple governance platforms:

  • RCMS (Revenue Case Management System)
  • WebGIS (geospatial mapping)
  • Sampada (property registration)
  • Saara portal

Such integration ensures:

  • End-to-end digital workflow
  • Elimination of duplication and delays
  • Real-time tracking and transparency

Administrative Innovation: Centralised Case Allocation

The system introduced a round-robin allocation mechanism:

  • Cases distributed among cyber tehsildars centrally
  • Eliminates regional bottlenecks and bias
  • Ensures uniform workload distribution and faster disposal

With 13 cyber tehsildars managing 1,364 courts, the burden on traditional tehsil offices reduced by 25%, allowing focus on complex disputes.

Citizen-Centric Governance Model

The initiative enhances:

  • Transparency: Online tracking of cases
  • Accessibility: No need to visit offices
  • Accountability: Digital audit trails

This aligns with the principles of:

  • Minimum Government, Maximum Governance
  • Ease of Living for citizens

National Recognition and Replicability

The success of Cyber Tehsil has attracted interest from states like:

  • Andhra Pradesh
  • Uttarakhand
  • Bihar
  • Jharkhand

It has also been showcased at:

  • LBSNAA
  • Land governance dialogues

This indicates its potential as a national best practice model.
