The Ministry of Minority Affairs organised a two-day National Chintan Shivir at Nalanda University, Rajgir (Bihar) on 18–19 February 2026 to deliberate on a comprehensive roadmap for minority welfare and socio-economic empowerment. The event brought together Union and State Ministers, senior government officials, policymakers, and stakeholders to identify implementation gaps, exchange best practices, and formulate actionable policy recommendations. During the programme, the Ministry also launched three major technology-driven governance initiatives to improve transparency, citizen services, and programme delivery.
The Chintan Shivir reflects the Government's emphasis on cooperative federalism and evidence-based policymaking by bringing together the Centre, States, and Union Territories on a common platform to discuss challenges relating to minority welfare. Instead of functioning merely as a review meeting, the event was designed as a collaborative policy forum aimed at strengthening implementation, improving coordination, and refining existing welfare programmes.A major focus of the deliberations was Infrastructure Development under the Pradhan Mantri Jan Vikas Karyakram (PMJVK), which remains the flagship infrastructure programme of the Ministry for developing educational, health, and community infrastructure in minority-concentrated areas. Discussions also covered socio-economic empowerment through PM VIKAS and the National Minorities Development & Finance Corporation (NMDFC), highlighting the need for improved skill development, entrepreneurship, and access to finance for minority communities.The Shivir also addressed Waqf Management and Haj Management, two important administrative areas under the Ministry. Improving governance of Waqf properties and enhancing services for Haj pilgrims were discussed as critical components of better public service delivery and institutional reforms.An important outcome of the event was the launch of three digital governance initiatives that demonstrate the Ministry's increasing use of technology for public service delivery. The PMJVK Mobile Application has been introduced to strengthen real-time project monitoring, transparency, and accountability in infrastructure projects. The Haj Suvidha Smart Wrist Band aims to improve the safety, tracking, and convenience of Indian Haj pilgrims, while the AI-powered Chatbot on the Ministry's portal is expected to provide citizen-centric digital services by facilitating quick grievance redressal and dissemination of information.The event also highlighted the importance of inter-governmental coordination, peer learning among States, and adoption of best practices for improving implementation efficiency. The deliberations are expected to generate action-oriented recommendations that will guide future policy refinement and accelerate socio-economic development of minority communities.The selection of Nalanda University, Rajgir, as the venue carries symbolic importance. As the site of the ancient Nalanda Mahavihara, recognised as a UNESCO World Heritage Site, it represents India's long tradition of knowledge, inclusiveness, dialogue, and learning, making it an appropriate venue for national-level policy discussions on inclusive development.
