IN NEWS: Strengthening Civil Services Capacity through iGOT Karmayogi Platform and DoPT’s Governance Reforms

Introduction

India’s governance framework is undergoing a structural transformation towards digital, competency-driven administration, anchored in Mission Karmayogi and supported by platforms like iGOT Karmayogi. Recent initiatives by the Department of Personnel and Training (DoPT), along with parliamentary updates, highlight a shift toward AI-enabled governance, continuous learning, and citizen-centric administration.


Digital Capacity Building: Role of iGOT Karmayogi

The iGOT (Integrated Government Online Training) Karmayogi platform has emerged as the core digital backbone of civil services reform in India. It focuses on capacity building, skill enhancement, and role-based training for government officials.It operates under Mission Karmayogi, aiming to transition from rule-based governance to role-based governance.Key features include:

  • Over 1.48 crore users onboarded, indicating massive scale adoption
  • More than 4200 courses across domain, functional, and behavioural competencies
  • Over 7 crore course completions, reflecting active engagement
  • Availability in 23 languages, ensuring linguistic inclusivity
  • Integration with States/UTs through tripartite MoUs involving Karmayogi Bharat and Capacity Building Commission

This demonstrates a move toward standardised yet flexible training architecture across India’s administrative system.


AI Integration in Governance Ecosystem

Recent DoPT initiatives reinforce the growing role of Artificial Intelligence in governance:

  • AI-powered Recruitment Rules Generator
    • Reduces delays and inconsistencies
    • Automates drafting of recruitment rules
  • iGOT AI Sarthi & AI Tutor
    • Personalized learning pathways
    • Intelligent course discovery and support
  • AI-based Capacity Building Plan Tool
    • Maps roles, competencies, and training needs systematically

These tools signify a transition toward data-driven decision-making and adaptive governance systems.


Five Major DoPT Governance Initiatives

On Good Governance Day (25 December), DoPT launched five reforms:

  1. Compendium for Ex-Servicemen Reservation
    • Consolidates guidelines into a single authoritative document
    • Ensures clarity and uniformity
  2. AI-based Recruitment Rules Tool (RRFAMS Integration)
    • Enhances efficiency and reduces bureaucratic delays
  3. e-HRMS 2.0 Mobile Application
    • Provides real-time HR services like promotions, service records
    • Improves transparency and accessibility
  4. AI-enabled iGOT Features
    • Personalized and competency-based training ecosystem
  5. Karmayogi Digital Learning Lab 2.0
    • Uses AR/VR, simulations, and gamification
    • Enhances quality of training content

These initiatives collectively aim at modernising governance architecture.


National Learning Week (Karmayogi Saptah)

The National Learning Week acts as a focused intervention for continuous skill development.

It promotes:

  • Lifelong learning culture in bureaucracy
  • Role-specific training modules
  • Alignment with evolving governance needs
