IN NEWS: Tamil Nadu remains largest manufacturing sector employer in India


Introduction

According to the Economic Survey 2025–26, India’s manufacturing employment continues to remain highly concentrated across a few industrialised states, with Tamil Nadu emerging once again as the largest contributor (15%) to total manufacturing jobs. The findings highlight regional concentration and structural patterns in India’s organised manufacturing sector.


ANALYSIS

Concentration of Manufacturing Employment

India’s manufacturing employment is not evenly distributed, with seven states accounting for nearly 60% of total employment.

  • Tamil Nadu – 15% (highest share)
  • Gujarat & Maharashtra – 13% each
  • Uttar Pradesh – 8%
  • Karnataka & Haryana – 6% each
  • Telangana – 5%

This indicates a regional clustering of industrial development, where a limited number of states dominate employment absorption.


Industrial Structure & Factory Concentration

The survey highlights that large-scale factories are concentrated in states such as:

  • Maharashtra, Madhya Pradesh, Tamil Nadu
  • Himachal Pradesh, Haryana, Uttarakhand
  • Karnataka, Uttar Pradesh

This reflects a shift towards organised, large-scale manufacturing, rather than dispersed small-scale production.


Productivity Linkages

These same states also demonstrate higher productivity levels, measured through Net Value Added (NVA) per worker.

  • Larger factories → economies of scale
  • Higher capital intensity → greater efficiency
  • Better infrastructure → enhanced output per worker

Thus, the survey establishes a direct link between factory scale and productivity in India’s manufacturing sector.

  • Labour Migration Trends: Workers likely migrate towards high-employment states
