- Regional cooperation in the Indian Ocean.

- Emphasized Vision of the Indian Ocean Region: well-being, peace, and progress of member nations.
- Stressed cooperation & convergence on regional issues.
- Strongly condemned terrorism in all forms, including state-sponsored terrorism, as a threat to peace and development.
