Bureau of Energy Efficiency (BEE) Released State Energy Efficiency Index 2024: Maharashtra, Andhra Pradesh, Assam and Tripura Among Top Performers

- About the Release:
The Bureau of Energy Efficiency (BEE), under the Ministry of Power, released the State Energy Efficiency Index (SEEI) 2024 on 29 August 2025.
It was developed in collaboration with the Alliance for an Energy Efficient Economy (AEEE).
The index assesses the energy efficiency (EE) performance of 36 States and Union Territories (UTs) for FY 2023–24. - Objective:
The SEEI aims to:- Support data-driven monitoring and benchmarking.
- Encourage best practice sharing among states.
- Foster healthy competition to improve energy efficiency outcomes across India.
- Significance:
- The index is a key tool for tracking subnational progress toward India’s net-zero by 2070 vision.
- It provides a cost-effective roadmap for reducing emissions and improving energy intensity across major sectors.
- Framework & Indicators (6th Edition Highlights):
- The 2024 edition adopts a new implementation-focused framework.
- Covers 66 indicators across seven key sectors:
- Buildings
- Industry
- Municipal Services
- Transport
- Agriculture
- DISCOMs (Distribution Companies)
- Cross-sector Initiatives
- Includes evolving focus areas such as Electric Vehicle (EV) policies, Star-rated buildings, and Demand Side Management (DSM) strategies.
- Performance Categories:
States/UTs are classified into four categories based on their overall scores:- Front Runners – >60%
- Achievers – 50–60%
- Contenders – 30–50%
- Aspirants – <30%
- Top Performing States (by Energy Consumption Groups):
- Maharashtra – Group 1 (>15 MToE)
- Andhra Pradesh – Group 2 (5–15 MToE)
- Assam – Group 3 (1–5 MToE)
- Tripura – Group 4 (<1 MToE)
- Sectoral Progress (Highlights from SEEI 2024):
- 24 states have notified the Energy Conservation Building Code (ECBC) 2017.
- 10 states have specific MSME energy efficiency policies.
- 31 states have adopted electric mobility policies.
- 13 states promote solar-powered agricultural pumps, with Kerala achieving 74% adoption.
- All 36 States/UTs have prepared State Energy Efficiency Action Plans (SEEAPs).
- 31 States/UTs have established State-Level Steering Committees on Energy Transition.
- Policy Relevance:
- SEEI 2024 serves as a benchmarking and planning instrument for aligning state-level efforts with national goals.
- It promotes inter-state collaboration, capacity building, and evidence-based policymaking for achieving energy transition and climate resilience.
