Government to Launch Model Youth Gram Sabha Initiative in New Delhi


1. Context:

The Government of India is launching the Model Youth Gram Sabha (MYGS) Initiative in New Delhi on 30 October 2025. This initiative aims to strengthen Janbhagidari (public participation) and promote participatory local governance by actively engaging students in simulated Gram Sabha sessions.2. Objective of the Initiative:

  • To inculcate democratic values among the youth by giving them a hands-on experience of grassroots decision-making processes.
  • To build awareness and participation in Panchayati Raj Institutions (PRIs) through educational engagement.
  • To create a model platform for fostering leadership qualities and civic responsibility among students.

3. Implementation Plan:

  • The Model Youth Gram Sabha (MYGS) will be implemented in over one thousand schools nationwide.
  • The programme includes the launch of a Training Module on MYGS and a dedicated MYGS Portal to facilitate learning, training, and engagement activities.

4. Ministries Involved:

The initiative is a joint effort of:

  • Ministry of Panchayati Raj
  • Ministry of Education
  • Ministry of Tribal Affairs

STATIC INFORMATION

  • Gram Sabha:
    • It is the foundation of the Panchayati Raj System in India.
    • Comprises all registered voters of a village under the jurisdiction of a Gram Panchayat.
    • Functions include discussing and approving plans, programs, and budgets for the Panchayat.
    • Legal basis: Article 243A of the Constitution of India.
  • Panchayati Raj System:
    • Introduced through the 73rd Constitutional Amendment Act, 1992.
    • Provides for a three-tier structure — Gram Panchayat, Panchayat Samiti, and Zila Parishad.
    • Empowers rural local bodies to ensure self-governance and decentralized planning.
  • Janbhagidari:
    • A concept promoting people’s active participation in governance, ensuring transparency, accountability, and inclusivity.
