Karnataka tops in Devolution Index ranking of Panchayat Raj system
Analysis:
- Karnataka has secured first place in the overall Devolution Index (DI) for Panchayat Raj among Indian states, reflecting strong local self-governance.
- The report, ‘Status of Devolution to Panchayats in States – An Indicative Evidence-Based Ranking’ (2024), evaluates states across six dimensions: framework, functions, finances, functionaries, capacity enhancement, and accountability.
- Overall index score: Karnataka (72.23) leads, followed by Kerala (70.59), Tamil Nadu (68.38), and Maharashtra (61.44). Bihar and several north-eastern/hilly states scored above the national average of 43.89.
- Key dimensions performance:
- Framework: Kerala tops (83.56), Karnataka third (74.43). Focuses on legal requirements like elections, reservations, and commissions.
- Functions: Tamil Nadu first (60.24), Karnataka second (57.62). Emphasis on delegation of powers and taxation rights to Panchayats.
- Finances: Karnataka leads (70.65), followed by Kerala and Tamil Nadu; assessed based on timely fund releases under the 15th Finance Commission.
- Accountability: Karnataka tops (81.33) in social audits and gram sabha functioning.
- Functionaries: Gujarat first (90.94); Karnataka scored above 70, ensuring adequate staff and infrastructure for Panchayats.
- Capacity building: Telangana first (86.19); Karnataka ranks among top 10, focusing on training of elected representatives and officials.
