- UP & Tripura’s Performance: UP improved accountability, transparency, and timely audits; Tripura strengthened Panchayat revenue generation and Finance Commission grant utilization.

- Progress Over Time: Devolution to Panchayats increased from 39.9% (2013-14) to 43.9% (2021-22).
