Panchayati Raj Devolution Index 2024

The Panchayati Raj Devolution Index 2024, released by IIPA, ranks states and UTs on the devolution of powers, finances, and administrative autonomy to Panchayati Raj Institutions (PRIs).

Key Highlights:

  1. Top States: Karnataka (1st), Kerala (2nd), Tamil Nadu (3rd), Maharashtra (4th), Uttar Pradesh (5th – significant improvement), Tripura (7th – revenue collection focus).
  2. UP & Tripura’s Performance: UP improved accountability, transparency, and timely audits; Tripura strengthened Panchayat revenue generation and Finance Commission grant utilization.
  3. Six Dimensions of Assessment: Framework, Functions, Finances, Functionaries, Capacity Building, Accountability.
  4. Progress Over Time: Devolution to Panchayats increased from 39.9% (2013-14) to 43.9% (2021-22).
  5. Significance: Reflects Article 243G implementation and enhances local self-governance, transparency, and financial autonomy of Panchayats.
  6. Government Initiatives: Rashtriya Gram Swaraj Abhiyan, e-Gram Swaraj, recruitment of officials, training programs.
