1. Context

  • On the 79th Independence Day, the Prime Minister announced the Pradhan Mantri Viksit Bharat Rozgaar Yojana, aimed at empowering India’s youth.
  • India has a demographic advantage, with nearly 65% of the population below 35 years, making youth central to the Viksit Bharat 2047 vision.
  • The government emphasises youth-led innovation, entrepreneurship, community engagement and leadership as the foundation of Aatmanirbhar Bharat.

3. Economic Empowerment Initiatives

  • Startup India:
    • Recognised over 1.6 lakh startups, generating 17.6 lakh jobs.
    • Provides funding, incubation, mentoring and regulatory ease.
  • Pradhan Mantri MUDRA Yojana (PMMY):
    • Offers collateral-free loans up to ₹20 lakh to micro and small enterprises.
    • Since 2015, sanctions crossed ₹33.65 lakh crore; 40% beneficiaries are women.
    • In 2023–24, 6.67 crore loans sanctioned.

4. Education Initiatives

  • National Education Policy (NEP), 2020:
    • Targets 100% GER from preschool to secondary by 2030.
    • Aims for 50% GER in higher education by 2035.
    • Focus on quality, access, employability and vocational integration.
  • PM SHRI Schools:
    • Upgrading 14,500 schools as NEP-model institutions.

  • Skill India Mission:

  • Pradhan Mantri Kaushal Vikas Yojana (PMKVY):
    • Trained 1.63 crore youth through short-term training and RPL modules.
  • Sector Skill Councils:
    • 36 industry-led councils ensuring curriculum-industry alignment.
    • Over 600 corporate representatives involved.
  • Rozgar Mela:
    • Since 2022, nearly 10 lakh appointment letters issued through 15 national-level events.

6. Sports & Leadership Development

  • Khelo India:
    • More than 1,000 Khelo India Centres operational.
    • 3,000+ athletes receive annual scholarships and infrastructure support.
  • Target Olympic Podium Scheme (TOPS):
    • Benefits 300+ elite athletes.
    • Provides coaching, equipment, sports science and global exposure.
  • Mera Yuva Bharat (MY Bharat):
    • Launched in 2023.
    • A phygital volunteering and leadership platform with 1.5 crore+ registered youth.
    • Engagement in voter awareness, road safety, environment and national campaigns.
  • Rashtriya Yuva Sashaktikaran Karyakram (RYSK):
    • Umbrella scheme supporting volunteering, integration, adventure and adolescent development.
  • Nehru Yuva Kendra Sangathan (NYKS):
    • Rural mobilisation through 8.65 million youth club members.
    • Conducted 601 Yuva Utsavs, planted 2.3 crore saplings, and led 7.88 lakh youth in LiFE activities.
  • National Youth Corps (NYC):
    • Volunteers deployed in civic campaigns, road safety, voter awareness and public services.
  • National Young Leaders Programme (NYLP):
    • Promotes grassroots leadership via civic engagement and Panchayati Raj participation.
  • National Programme for Youth & Adolescent Development (NPYAD):
    • Funds youth festivals, training, integration camps, adventure sports and life skills.
  • National Service Scheme (NSS):
    • 39.87 lakh volunteers across schools and colleges.
    • Adopted 34,195 villages/slums.
    • Conducts literacy drives, environmental work, blood donation, disaster relief.
    • Mobilised 19,140 volunteers for polio immunisation of 99,239 children.

7. Service to the Nation

  • Agnipath Scheme:
    • Introduced in 2022 for recruiting Agniveers aged 17.5–21 for four years.
    • First batch of 46,000 completed training in 2023.
    • Provides discipline, technical skills, Seva Nidhi package and post-service opportunities.
