During the Samridhi Yatra, Bihar Chief Minister Nitish Kumar announced and reviewed development projects worth ₹853 crore in Muzaffarpur district, with a major emphasis on strengthening the public healthcare system under the "Sulabh Swasth–Surakshit Jeevan" initiative of Saat Nischay-3. The projects also include significant investments in road connectivity, bridges and transport infrastructure aimed at improving regional development.
The announcements reflect the Bihar government's strategy of integrating healthcare expansion with infrastructure development to improve the quality of public services. Under the Saat Nischay-3 programme, the government intends to improve accessibility to quality healthcare while simultaneously strengthening physical infrastructure for economic growth.A major component of the initiative is the upgradation of Block-level Community Health Centres (CHCs) into Specialty Hospitals and District Hospitals into Super Specialty Hospitals. This aims to decentralize advanced medical care, reduce pressure on tertiary hospitals, improve access in rural and semi-urban areas, and minimize the need for patients to travel outside their districts for specialized treatment. The government also emphasized providing incentives to doctors, improving medical facilities in rural areas and preparing a framework to discourage private practice by government doctors, with the objective of strengthening public healthcare delivery.Alongside healthcare, infrastructure development remains another major pillar of the programme. Projects include road widening and strengthening, construction of RCC bridges, high-level bridges, approach roads to railway crossings and works under the Chief Minister Setu Yojana. Such investments are expected to improve regional connectivity, facilitate movement of goods and services, reduce travel time and support local economic development. The Chief Minister also reviewed progress made under the earlier Pragati Yatra, indicating a governance model based on continuous monitoring of project implementation rather than merely announcing new schemes. The interaction with rural communities, particularly women, reflects an effort to assess the effectiveness of welfare initiatives at the grassroots level.Overall, the initiatives signify Bihar's focus on human capital development, healthcare accessibility, infrastructure-led growth, and inclusive governance, which together contribute towards long-term socio-economic development.
